Timeline - DPD officer harrassment of BD

This is the unofficial timeline for events leading up to BD getting a ticket for abuse of the 911 system when there is no clear and present emergency and a series of obscene emails sent from a Dallas DPD Central Division computer.

April 18, 2006

News8's Brett Shipp's second story about DPD use of pepperball guns on Lower Greenville is broadcast. BD goes on-camera with never-before-seen photographs of DPD deployment and procedures

Thursday, May 18th

  • 12 noon - BD sends an email to DPD Central Division command staff and Dallas City Council Member Angela Hunt, with information about upcoming grand-re-opening events at Suede Bar and Grill, set for Friday and Saturday evenings
  • 12:09 pm - Hunt replies to BD, cc'd to DPD, asking that all possible measures are taken to be ready for this event
  • 5 pm - BD confirms with upper-echelon DPD sources what had already been rumored for weeks: DPD Sgt. Mike Smith, the focus of Brett Shipp's pepperball stories, is no longer assigned to Lower Greenville. There were mistakes made, he is told.
  • 6 pm - BD emails Hunt about tent on Suede's rooftop, Hunt notifies City staff
  • 8 pm - Belmont NA sends email to mailing list with admonitions about parking and noise issues that this event will cause, asking that residents call 9-1-1 for any noise or parking issues

Friday, May 19th

  • 6:30 am - Two obscene emails sent to BD using Feedback page from same computer IP address, registered to City of Dallas

  • 8 am - BD sends email to subscriber list, repeating previous admonitions about parking and noise as sent to BNA list
  • Sometime Friday - City inspectors cites Suede for illegal tent (no permit), Suede secures permits by party time
  • 11:48 pm - BD and another Lower Greenville resident call DPD re loud noise from rooftop patio (party delayed by Mavericks game)
  • 12 midnite - DPD issues two citations to Suede for loud music based on calls by area residents (including BD)

Saturday, May 20

  • 8:11 pm - BD calls 911 to report loud music from Lower Greenville rooftop bar (name of bar not given, just general vicinity)
  • 8:45 pm - DPD Officer M Welch and another unidentified officer (rookie in training?) arrive at The Dog Pound; BD explains issue, notes that the noise has since stopped temporarily; Officer Welch asks BD for his drivers license and copies information into his notebook; Welch tells BD he will return shortly
  • 9 pm - Officer Welch returns to The Dog Pound, says that BD is getting a ticket for abuse of 911 system when there is not a clear and present emergency (not sic) and tells BD he can sign or not sign the ticket book, he will not debate the issue
  • 9:10 pm - BD notifies members of his posse about the ticket; advise him to contact DPD's supervisor for Lower Greenville
  • 9:17 pm - BD talks to DPD Sgt. Rick Rivas, who is managing Lower Greenville this weekend; Rivas tells BD that he and two supervisors will soon be on Lower Greenville for tonite's festivities; BD says he could have used the supervisors a little earlier and tells him about ticket; Rivas drops phone
  • 9:37 pm - BD receives obscene email using Feedback page referencing abuse of 911 citation; email is sent from a same computer address registered to City of Dallas as Thursday's emails; after comparing that IP to IPs in other emails sent to BD over past few years, it was determined that the source was a computer terminal inside DPD Central Division

Sunday, May 21

12:45 am - BD meets with Sgt. Rivas and his supervisor, Lt. Keough, at the Dog Pound; both are in absolute and stunned shock over email messages, tells BD this is completely unprofessional and will not be tolerated by DPD; BD gives them copies of the three emails sent this week including IP address information; Lt. Keough promises a complete investigation to determine what computer terminal and what officer sent emails
